v0.22.1 RelaxNG schema

This adds a RelaxNG schema in the file world.rng. This is useful if you want to write some other program to make Lisien world.xml files.

It turned out the exporter wasn't quite producing standard XML, so I fixed that up a bit. Old exports are still importable, though.
